Discuss vs. Argue

It is difficult for a group to reach an agreement on an issue by arguing with one another. In arguing you are just interested in presenting your opinion and you listen to the opposition just enough in order to refute. Whereas in a good discussion, you should listen carefully to opposing views, and attempt to agree with anything that you can. Then by reasoning, and perhaps some compromising, the parties can reach the maximum agreement.
